Dyer slashes '08 budget

DYER | The town cut $274,000 from its 2008 budget at a special Town Council meeting Monday night.

The cuts, if approved by the state, will allow Dyer to finish the year with a balanced budget, Town Manager Joe Neeb said. They are part of a complicated budget appeal Dyer is delivering to the Department of Local Government Finance. If the cuts are approved at the state level, the department may be convinced to divert more of Dyer's 2008 tax levee to its general fund.

Like other Indiana communities, Dyer proposes a budget at the beginning of a calendar year and operates on that budget over the next several months. The state then approves that budget before the end of the year, usually in the fall. If the state approves a smaller budget amount than the one proposed, the community must deal with that shortfall.

Recently, the town learned that the state may cut its proposed 2008 general fund by more than $300,000. The general fund is Dyer's largest and most important, and covers police, fire, public works and other town services. The town is sending an appeal to the department proposing a reduction in other town funds so that the general fund won't take such a hit. Such appeals are not uncommon and have enjoyed some success in the past, Clerk-Treasurer Pat Hawrot said.

The reductions approved Monday affect four town funds better positioned to absorb cuts than the general fund is. The motor vehicle fund was reduced by $152,354, and the parks fund by $58,403.

Monday night's measure also cut $9,000 from the police pension and $55,000 from the redevelopment fund.

None of the budget cuts will result in job losses or layoffs, Neeb said. Most of them involve town insurance, office supplies and capital expenses. The $55,000 cut from the redevelopment fund impacts its land acquisition budget.

Prior to coming before the Town Council, the reductions were approved by department heads, Hawrot said. The town hopes to see final budget approval from the state by the end of the month.

" Continue to cut the budget. I did in my household. Please do not annex land we cannot support financially. Our emergency services (Police & Fire) are already 74% of our budget. If land is annexed, more police and fire personnel will be needed, thus increasing our budget. If layoffs are needed, please Town Council, do what you have to do. Many private employers are doing it to stay financially afloat. "
