GARY | The city of Gary laid off 13 firefighters on Monday, citing budget concerns, spokeswoman Lalosa Burns said.
The city contends it attempted to negotiate concessions from the union because it is strapped for cash. Last week, the local voted against cutting the $750, or $503 after taxes, six-month uniform allowance payment each firefighter gets from the city.
Burns said the union left the city in a difficult position by not agreeing to suspend this month's payment.
"We are hoping that if our financial situation improves, we will call those firefighters to return in the middle of December," Burns said.
Gary Fire Association Local 359 President Ray Robinson said staffing levels and morale in the department already are low and it can ill afford to lose firefighters. He contends the city could have had the same costs savings by cutting other city departmental budgets. With the cuts, Robinson estimates the department will have fewer than 230 employees. Two years ago, there were 280 employees.
"When you've got less manpower, you open yourself for accidents," Robinson said. "It's going to make it a little rough in a bad part of the year. Our response time is going to be slower."
Robinson said he expects all firefighters, even the 13 who would be laid off, will receive the clothing allowance because the money already was built into the current budget.
Robinson said staffing levels were normal at the department Monday, but he expected Fire Chief Jeffrey Ward would determine where to make cuts starting today.
"Public safety is a priority in this city," Robinson said. "We don't live in Pleasantville."
Ward could not be reached for comment.

Layoffs were a certainty when you voted to collect the $503. If you had voted with ALL members in mind you would have voted the other way. Yes you may still have faced layoffs but at least it might have been delayed. Very poor union leadership. You should have learned from what he had already done to the police department. "
